| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Marvin Lindsey, MSW, |
| 4 | | CADC, on the occasion of his retirement as chief executive |
| 5 | | officer of the Community Behavioral Healthcare Association of |
| 6 | | Illinois (CBHA), one of the largest behavioral health |
| 7 | | associations in the state, after 16 years of dedicated |
| 8 | | service; and
|
| 9 | | WHEREAS, Marvin Lindsey has provided leadership, guidance, |
| 10 | | and advocacy for member agencies in the design and building of |
| 11 | | an effective community behavioral health system throughout |
| 12 | | Illinois; and
|
| 13 | | WHEREAS, Marvin Lindsey was also the executive for a |
| 14 | | limited liability company of behavioral health providers that |
| 15 | | served as a vehicle for providers to develop integrated care |
| 16 | | models and enter into value-based contracting arrangements; |
| 17 | | and
|
| 18 | | WHEREAS, Marvin Lindsey has dedicated his professional |
| 19 | | life to the field of mental health and substance use; during |
| 20 | | his tenure at CBHA, he served on numerous state task forces and |
| 21 | | advisory committees; and
|
|

| 1 | | WHEREAS, Marvin Lindsey has worked tirelessly to ensure |
| 2 | | individuals living with behavioral health conditions have |
| 3 | | access to the resources they need to live productive and |
| 4 | | healthy lives; and
|
| 5 | | WHEREAS, Marvin Lindsey has been deeply committed to and |
| 6 | | involved in ensuring that the field of behavioral healthcare |
| 7 | | is as diverse as the individuals, families, and communities it |
| 8 | | serves; and
|
| 9 | | WHEREAS, Marvin Lindsey is an advisory board member of the |
| 10 | | DePaul University School of New Learning's Adult Men of Color |
| 11 | | Initiative, which supports the recruitment and retention of |
| 12 | | adult men of color in the School of New Learning and other |
| 13 | | DePaul degree programs; and
|
| 14 | | WHEREAS, Marvin Lindsey also serves on the Community |
| 15 | | Advisory Committee of the University of Illinois at Chicago's |
| 16 | | Urban Health Program, which is charged with recruiting, |
| 17 | | retaining, and graduating underrepresented racial/ethnic |
| 18 | | minority students, specifically African Americans, Latinos, |
| 19 | | and Native Americans, in health professions, while |
| 20 | | additionally expanding educational opportunities for these |
| 21 | | populations at the pre-college (K-12), undergraduate, |
| 22 | | graduate, and professional levels; and
|
|

| 1 | | WHEREAS, Marvin Lindsey is also the co-chair of the UIC |
| 2 | | Jane Addams College of Social Work's Dean Advisory Committee, |
| 3 | | which provides guidance on strategic directions in support of |
| 4 | | the college's mission of advancing social, racial, and |
| 5 | | economic justice; and
|
| 6 | | WHEREAS, Marvin Lindsey is an alumnus of the Diversity |
| 7 | | Executive Leadership Program (DELP), which provides |
| 8 | | individuals from underrepresented segments of the association |
| 9 | | community an opportunity to advance into the ranks of |
| 10 | | leadership in the association profession by offering access to |
| 11 | | the American Society of Association Executives' (ASAE) |
| 12 | | educational programs, career guidance, mentoring, volunteer |
| 13 | | service, and networking opportunities; and
|
| 14 | | WHEREAS, Marvin Lindsey has been an integral part of the |
| 15 | | success of CBHA, which is one of the largest mental health, |
| 16 | | substance abuse, and youth services trade associations in |
| 17 | | Illinois; he was dedicated to representing the interests of |
| 18 | | its members in order to ensure access and availability to a |
| 19 | | comprehensive system of accountable, quality behavioral |
| 20 | | healthcare services for the people of Illinois; he led CBHA |
| 21 | | through challenging times and remained open and flexible in |
| 22 | | meeting the needs of CBHA members and clients; and
|
| 23 | | WHEREAS, Marvin Lindsey has performed his duties with |
|

| 1 | | integrity, dignity, respect for others, and professionalism; |
| 2 | | he has earned the admiration and respect of members of the |
| 3 | | Illinois General Assembly, legislative staff, association |
| 4 | | members and staff, and the general public; and
|
| 5 | | WHEREAS, Marvin Lindsey's contributions to the field of |
| 6 | | behavioral health will benefit many individuals for years to |
| 7 | | come; and
|
| 8 | | WHEREAS, In retirement, Marvin Lindsey looks forward to |
| 9 | | spending time with his family and continuing to lend his |
| 10 | | support and counsel to students seeking educational |
| 11 | | opportunities in behavioral healthcare; therefore, be it
|
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 13 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 14 | | we congratulate Marvin Lindsey on his retirement as chief |
| 15 | | executive director of the Community Behavioral Healthcare |
| 16 | | Association of Illinois, thank him for his many years of |
| 17 | | service to CBHA and the people of Illinois, and wish him many |
| 18 | | happy and healthy retirement years; and be it further
|
| 19 | | RESOLVED, That a suitable copy of this resolution be |
| 20 | | presented to Marvin Lindsey as an expression of our esteem and |
| 21 | | respect.
