| 2 | | WHEREAS, Family Court Awareness Month (FCAM) was created |
| 3 | | to shine a spotlight on the dark topic of family court while |
| 4 | | honoring the children who have been murdered by separating or |
| 5 | | divorcing parents since 2008; and
|
| 6 | | WHEREAS, Family Court Awareness Month was conceptualized |
| 7 | | by Tina Swithin, founder and CEO of One Mom's Battle (OMB), in |
| 8 | | 2020; and
|
| 9 | | WHEREAS, The mission of One Mom's Battle and the Family |
| 10 | | Court Awareness Month Committee (FCAMC) is to increase |
| 11 | | awareness on the importance of a family court system that |
| 12 | | prioritizes child safety and acts in the best interest of |
| 13 | | children; and
|
| 14 | | WHEREAS, The mission of the Family Court Awareness Month |
| 15 | | Committee is to increase awareness on the importance of |
| 16 | | education and training on domestic violence, childhood trauma, |
| 17 | | and post separation abuse for all professionals working within |
| 18 | | the family court system; and
|
| 19 | | WHEREAS, The mission of the Family Court Awareness Month |
| 20 | | Committee is to educate judges and other family court |
| 21 | | professionals on the empirical data and research that is |
|

| 1 | | currently available, as such research is a critical component |
| 2 | | to making decisions that are truly in the best interest of |
| 3 | | children; this research includes The Adverse Childhood |
| 4 | | Experiences (ACE) Study by the CDC-Kaiser Permanente, the |
| 5 | | Saunder's Study by the U.S. Department of Justice, The Meier |
| 6 | | Study: Child Custody Outcomes in Cases Involving Abuse |
| 7 | | Allegations, and the Santa Clara Law Study titled Confronting |
| 8 | | the Challenge of High-Conflict Personality in Family Court; |
| 9 | | and
|
| 10 | | WHEREAS, The mission of the Family Court Awareness Month |
| 11 | | Committee is fueled by the desire for awareness and change in |
| 12 | | the family court system while honoring the more than 100 |
| 13 | | children in the United States who have been murdered by a |
| 14 | | parent after a custody court rejected the other parent's plea |
| 15 | | for protection, as noted by the Center for Judicial |
| 16 | | Excellence; therefore, be it
|
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 18 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 19 | | we declare the month of November 2021 as Family Court |
| 20 | | Awareness Month in the State of Illinois; and be it further

| 21 | | RESOLVED, That suitable copies of this resolution be |
| 22 | | presented to One Mom's Battle and the Family Court Awareness |
| 23 | | Month Committee with our sincere appreciation for their |
