AMENDMENT TO HOUSE BILL 5108




2    AMENDMENT NO. ______. Amend House Bill 5108 on page 7, 
3immediately below line 8, by inserting the following:


 
4    "Section 5. The Business Enterprise for Minorities, Women, 
5and Persons with
Disabilities Act is amended  by adding Section 
68m as follows:
 
7    (30 ILCS 575/8m new)
8    Sec. 8m. Information technology vendors. Notwithstanding 
9any provision of law to the contrary, the chief procurement 
10officer for
information technology and information technology 
11functions as appointed under the Illinois Procurement Code 
12shall have the authority to purchase goods and services 
13directly from vendors certified by the Business Enterprise 
14Program. For contracts entered into by the chief procurement 
15officer for
information technology and information technology 
16functions, at least 20% of the total dollar amount of such

1contracts shall be awarded to prime vendors who have been 
2certified by the Business Enterprise Program. At least 20% of 
3the total dollar amount of subcontracts awarded by prime 
4vendors awarded contracts under this Section shall be awarded 
5to subcontractors who have been certified by the Business 
6Enterprise Program.".
