Provides that, no later than the third Wednesday of February of each year, the Governor's Office of Management and Budget shall submit a report to the Secretary of the Senate and the Clerk of the House of Representatives containing the actual or projected fund balances, revenues, and expenditures for all appropriated funds for the previous fiscal year, the current fiscal year, and the upcoming fiscal year.
