Makes changes to the amounts of civil penalties for specified violations. Provides that any person who fails to provide notice as required by the Act shall be liable for a civil penalty of up to $100 for the first violation and up to $500 for a second or subsequent violation. Provides that any person who engages in demolition activity in violation of the Act shall be liable for a civil penalty of up to $50,000 for the first violation and up to $250,000 for a second or subsequent violation.
