Provides that determinations of delinquency or nondelinquency shall be made only by the State Commission and shall be made only after determining there is not a bona fide dispute between such retail licensee and the manufacturer, importing distributor, or distributor with respect to the amount of the indebtedness existing because of such alleged sale. Adds provisions concerning cooperative purchasing agreements, quantity discount programs, credit or rebate programs, and combination sales offers.
