Provides that the corporate authorities of a non-home rule municipality may impose, by ordinance or resolution, a municipal retailers' occupation tax, municipal service occupation tax, or municipal use tax in addition to such taxes already imposed by referendum. Provides that the additional taxes may solely be used for costs incurred by the municipality for employer contributions to public employee pension funds pursuant to the Downstate Police Article, the Downstate Firefighter Article, the Illinois Municipal Retirement Fund (IMRF) Article, the Police Officers' Pension Investment Fund Article, or the Firefighters' Pension Investment Fund Article of the Illinois Pension Code. Provides that the additional taxes may not be more than 1% and may be imposed only in 1/4% increments.</SynopsisText></synopsis>
