<SynopsisText>     Urges all government entities to consider, in all their buildings, updating insulation for mechanical systems or insulating non-insulated mechanical systems in order to lower energy costs, save taxpayer money, and reduce carbon emissions in total. Urges all State agencies to consider insulating the hydronic pipes of new and current public buildings to reduce energy use and cost using an insulation thickness standard that is reflective of the 2018 International Energy Conservation Code.</SynopsisText></synopsis>
