<reference>65 ILCS 5/3.1-10-5.5 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Municipal Code. Provides that a person who has been convicted of a felony under the laws of this State, another state, or the federal government is eligible to serve on a District Council if the person is not incarcerated. Defines "District Council". Limits the concurrent exercise of home rule powers. Effective immediately.</SynopsisText></synopsis>
