Includes coercive control behavior in the definition of "abuse". Defines "coercive control behavior" as a pattern of behavior that unreasonably interferes with a person's free will and personal liberty. Provides that if the court finds that a pattern of frivolous and intentionally fabricated pleadings or motions are filed by one party, the court shall sanction the party in an appropriate manner to allow the proceedings to continue without undue delay or obstruction by the party filing the pleadings.
