Provides that an individual who is added to the Department of Human Services's Prioritization of Urgency of Need for Services (PUNS) database before the age of 18 years must be selected from the PUNS database within 5 years after the individual is added. Amends the Children with Disabilities Article of the School Code. Provides that a person is eligible for transition services through age 23, which means the day before the person's 24th birthday, unless the person's 24th birthday occurs during the school year, in which case the person is eligible for transition services through the end of the school year (rather than providing that a public school's responsibility for delivering educational services does not extend beyond the time the student leaves school or when the student's eligibility ends due to age under the Article); makes related changes, including in the Children and Family Services Act, the Mental Health and Developmental Disabilities Administrative Act, and the Illinois Procurement Code.
