Provides that the Secretary of State is authorized to suspend or revoke the driving privileges of any person without a preliminary hearing if the person has been convicted of a violation of a pedestrian's right of way at a crosswalk or intersection that resulted in a Type A injury.</SynopsisText></synopsis>
