| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Charles George "Chuck" McCarthy of | ||||||
| 4 | Normal, who passed away on April 10, 2019; and
| ||||||
| 5 | WHEREAS, Charles McCarthy was born in Chicago to Wilhelmina | ||||||
| 6 | (Warkenthien) and Charles E. McCarthy on February 5, 1933; he | ||||||
| 7 | attended the University of Colorado Boulder on a football | ||||||
| 8 | scholarship and joined the U.S. Marines following his sophomore | ||||||
| 9 | year, where he served in the infantry from 1952 to 1955; he | ||||||
| 10 | married Dorothy "Dode" Davis on September 15, 1956 and they | ||||||
| 11 | settled in Fairbury; and
| ||||||
| 12 | WHEREAS, After his discharge from the service, Charlie | ||||||
| 13 | McCarthy graduated from the Illinois State Police Academy; he | ||||||
| 14 | joined the force in November 1955 and was assigned to District | ||||||
| 15 | 6 in Pontiac; and | ||||||
| 16 | WHEREAS, Charles McCarthy received advanced instruction in | ||||||
| 17 | riot control and mob violence during the 1960s, becoming a | ||||||
| 18 | subject-matter expert; he taught at the ISP Academy in | ||||||
| 19 | Springfield and was involved in the 1968 Chicago Democratic | ||||||
| 20 | Convention and riots in Cairo; his leadership skills and riot | ||||||
| 21 | control knowledge and experience served him well later in his | ||||||
| 22 | career as incident commander, quelling the 1978 Pontiac prison | ||||||

| 1 | riot; and | ||||||
| 2 | WHEREAS, Charles McCarthy relocated his family to | ||||||
| 3 | Bloomington in 1971 and received a Bachelor of Science in | ||||||
| 4 | Sociology from Illinois Wesleyan University in 1973; he was | ||||||
| 5 | promoted to lieutenant in November 1975 and was assigned to ISP | ||||||
| 6 | District 15 in Oak Brook; he was promoted to captain in 1977 | ||||||
| 7 | and took command of District 15, where he was responsible for | ||||||
| 8 | the Illinois Toll Road near Chicago; he completed his career | ||||||
| 9 | serving as commander for District 6 in Pontiac and retired in | ||||||
| 10 | December 1987 with 35 years of service; and
| ||||||
| 11 | WHEREAS, Following retirement, Charles McCarthy and | ||||||
| 12 | Dorothy built a home in the shadow of the Collegiate Peaks near | ||||||
| 13 | Nathrop, Colorado, where they spent many summers; and
| ||||||
| 14 | WHEREAS, Charles McCarthy was preceded in death by his | ||||||
| 15 | parents and his sister, Arlette Miller; and
| ||||||
| 16 | WHEREAS, Charles McCarthy is survived by his wife of 62 | ||||||
| 17 | years, Dorothy; his daughters, Erin Trnka (Curt) and Tracy | ||||||
| 18 | Harper (Greg); his son, Mike McCarthy (Rita); and seven | ||||||
| 19 | grandchildren; therefore, be it
| ||||||
| 20 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
| 21 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||

| 1 | Charles George "Chuck" McCarthy and extend our sincere | ||||||
| 2 | condolences to his family, friends, and all who knew and loved | ||||||
| 3 | him; and be it further
| ||||||
| 4 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 5 | presented to the family of Charles McCarthy as an expression of | ||||||
| 6 | our deepest sympathy.
