| 2 | | WHEREAS, Subsection (b) of Section 25-10 of the State |
| 3 | | Officials and Employees Ethics Act requires that the |
| 4 | | Legislative Ethics Commission shall diligently search out |
| 5 | | qualified candidates for the office of Legislative Inspector |
| 6 | | General and make recommendations to the General Assembly, which |
| 7 | | shall appoint a Legislative Inspector General by joint |
| 8 | | resolution; and
|
| 9 | | WHEREAS, Subsection (b) of Section 25-10 further states |
| 10 | | that the Legislative Inspector General shall be selected solely |
| 11 | | on the basis of integrity and demonstrated ability and sets |
| 12 | | forth the necessary educational and employment criteria; and |
| 13 | | WHEREAS, The Legislative Ethics Commission at its December |
| 14 | | 2018 meeting voted unanimously to recommend that the General |
| 15 | | Assembly appoint Carol M. Pope as Legislative Inspector |
| 16 | | General; and |
| 17 | | WHEREAS, Justice Pope has led an exemplary career of public |
| 18 | | service that more than qualifies her to serve as the |
| 19 | | Legislative Inspector General; and |
| 20 | | WHEREAS, A native of Illinois, Justice Pope was admitted to |
| 21 | | the Illinois bar in 1979 and has dedicated her professional |

| 1 | | life to work that has demonstrated her practical commitment to |
| 2 | | integrity time and again; and |
| 3 | | WHEREAS, After clerking for the chief judge of the United |
| 4 | | States District Court for the Central District of Illinois, she |
| 5 | | served as Menard County State's Attorney from 1984 to 1991; and |
| 6 | | WHEREAS, Recognizing her ability, the Illinois Supreme |
| 7 | | Court appointed her to serve as a circuit judge of the Eighth |
| 8 | | Judicial Circuit, a post the voters elected her to in 1992 and |
| 9 | | re-elected her to in 1998, 2004, and 2010; and |
| 10 | | WHEREAS, While still a circuit judge, the Illinois Supreme |
| 11 | | Court assigned Justice Pope to serve on the appellate court of |
| 12 | | the Fourth Judicial District in 2008; and |
| 13 | | WHEREAS, Justice Pope was elected an appellate judge of the |
| 14 | | Fourth Judicial District in her own right in 2012 and retired |
| 15 | | from the appellate court in 2018; and
|
| 16 | | WHEREAS, Justice Pope's extensive history of experience, |
| 17 | | appointments, professional activities, and publications |
| 18 | | uniquely qualifies her for the position of Legislative |
| 19 | | Inspector General, an office that necessitates both keen |
| 20 | | intellect and insight into the personal and professional |
| 21 | | motivations of persons acting in the public realm; and |

| 1 | | WHEREAS, Justice Pope continues to demonstrate her |
| 2 | | commitment to integrity in public service as a member of the |
| 3 | | Illinois Judicial Ethics Committee, providing ethics advice to |
| 4 | | judges throughout Illinois; therefore, be it |
| 5 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |
| 6 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 7 | | CONCURRING HEREIN, that we appoint Carol M. Pope as Legislative |
| 8 | | Inspector General in accordance with subsection (b) of Section |
| 9 | | 25-10 of the State Officials and Employees Ethics Act, |
| 10 | | endorsing her wholeheartedly as surpassing all statutory |
| 11 | | requirements and in full confidence that her character and |
| 12 | | integrity will enhance the office of Legislative Inspector |
| 13 | | General and benefit the administration of the ethical |
| 14 | | foundation on which Illinois legislators and legislative |
| 15 | | employees operate; and be it further
|
| 16 | | RESOLVED, That, in accordance with subsection (b) of |
| 17 | | Section 25-10 of the State Officials and Employees Ethics Act, |
| 18 | | the appointment of Carol M. Pope takes effect upon the adoption |
| 19 | | of this joint resolution by the affirmative vote of |
| 20 | | three-fifths of the members elected to each house of the |
| 21 | | General Assembly, the certification of this joint resolution by |
| 22 | | the Speaker of the House of Representatives and the President |
| 23 | | of the Senate, and the filing of this joint resolution with the |

| 1 | | Secretary of State or March 1, 2019, whichever is later; and be |
| 2 | | it further |
| 3 | | RESOLVED, That, in accordance with subsection (b) of |
| 4 | | Section 25-10 of the State Officials and Employees Ethics Act, |
| 5 | | the term of Legislative Inspector General Pope shall run |
| 6 | | through June 30, 2023; and be it further |
| 7 | | RESOLVED, That copies of this resolution be delivered to |
| 8 | | Carol M. Pope and the Legislative Ethics Commission. |
