| 1 | AMENDMENT TO SENATE BILL 2012

| 2 | AMENDMENT NO. ______. Amend Senate Bill 2012 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Department of Healthcare and Family | ||||||
| 5 | Services Law of the
Civil Administrative Code of Illinois is | ||||||
| 6 | amended by adding Section 2205-35 as follows: | ||||||
| 7 | (20 ILCS 2205/2205-35 new) | ||||||
| 8 | Sec. 2205-35. Procurement reports. The Department shall | ||||||
| 9 | require all managed care organizations as defined in Section | ||||||
| 10 | 30.1 of the Illinois Public Aid Code that are under contract | ||||||
| 11 | with the Department to submit an annual report by April 15, | ||||||
| 12 | 2020, and by every April 15 thereafter, in a searchable Adobe | ||||||
| 13 | PDF format, on all procurement goals and actual spending for | ||||||
| 14 | female-owned, minority-owned, and veteran-owned enterprises in | ||||||
| 15 | the previous calendar year. These goals shall be expressed as a | ||||||
| 16 | percentage of the total work performed by the entity submitting | ||||||

| 1 | the report, and the actual spending for all female-owned, | ||||||
| 2 | minority-owned, and veteran-owned enterprises shall also be | ||||||
| 3 | expressed as a percentage of the total work performed by the | ||||||
| 4 | entity submitting the report. | ||||||
| 5 | The Department and all participating entities shall hold an | ||||||
| 6 | annual workshop open to the public in 2020 and every year | ||||||
| 7 | thereafter on the state of supplier diversity to | ||||||
| 8 | collaboratively seek solutions to structural impediments to | ||||||
| 9 | achieving stated goals, including testimony from each | ||||||
| 10 | participating entity as well as subject matter experts and | ||||||
| 11 | advocates. The Department shall publish a database on its | ||||||
| 12 | website of the point of contact for each participating entity | ||||||
| 13 | for supplier diversity, along with a list of certifications | ||||||
| 14 | each entity recognizes from the information submitted in each | ||||||
| 15 | annual report. The Department shall publish each annual report | ||||||
| 16 | on its website and shall maintain each annual report for at | ||||||
| 17 | least 5 years.

| 18 | Section 99. Effective date. This Act takes effect upon | ||||||
| 19 | becoming law.".
