| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Daniel L. |
| 4 | | Coutee, who passed away on September 15, 2019; and
|
| 5 | | WHEREAS, Daniel Coutee was born to Mary Coutee-Rachal on |
| 6 | | March 21, 1939; his early years were spent in Alexandria, |
| 7 | | Louisiana, where he attended St. James Elementary-High School; |
| 8 | | he attended beauty and barber college in New Orleans; during |
| 9 | | this time he became a father to six children, Gloria, Kevin, |
| 10 | | Daniel, Chris, Adrienne, and Cionna; he then relocated to |
| 11 | | Chicago and attended Roosevelt University and St. Luke College; |
| 12 | | and
|
| 13 | | WHEREAS, Daniel Coutee began his career as a longshoreman |
| 14 | | at the Brass Foundation, a shipping company, from 1972 to 1994; |
| 15 | | from 1994 to 2005, he worked at the Chicago Department of Human |
| 16 | | Services; from 2005 to 2015, he worked at the Illinois |
| 17 | | Department of Transportation as a technical manager and |
| 18 | | communication outreach liaison for Region 1; and
|
| 19 | | WHEREAS, Daniel Coutee married Mary E. Flowers on January |
| 20 | | 8, 1991, and they had one daughter, Makeda Iman Coutee; and
|
| 21 | | WHEREAS, Daniel Coutee was affectionately known as "Danny |
|

| 1 | | Boy" and "Papa" and was a devoted husband and father; he |
| 2 | | enjoyed traveling, the outdoors, jogging, swimming, skating, |
| 3 | | and riding his bike; he loved his community and took great |
| 4 | | pride in his labor, gardening, and the beautification of his |
| 5 | | neighborhood; and
|
| 6 | | WHEREAS, Daniel Coutee was preceded in death by his mother, |
| 7 | | Mary Coutee-Rachal; his grandmother, Rosine Coutee; and his |
| 8 | | grandfather (father), John Coutee; and
|
| 9 | | WHEREAS, Daniel Coutee is survived by his wife, State |
| 10 | | Representative Mary E. Flowers; his daughter, Makeda; his |
| 11 | | granddaughter, Madison; his children, Kevin, Daniel (Vonetta), |
| 12 | | Gloria, Adrienne, and Cionna (Bruce); his grandchildren, |
| 13 | | Tyresha, Brianna, Malikah, Christopher, Destiny, DeMarco, |
| 14 | | Danae, Daniel Jr., Shannon, Tiffany, Kevin Jr., Ireion, Kalvin, |
| 15 | | Kanemon, and Jameson; his brother, Alexander (Shirley); and |
| 16 | | numerous other relatives and friends; therefore, be it
|
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 18 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 19 | | we mourn the passing of Daniel L. Coutee and extend our sincere |
| 20 | | condolences to his family, friends, and all who knew and loved |
| 21 | | him; and be it further
