| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Transportation infrastructure is critical to the | ||||||
| 3 | economy and the future growth of Illinois; and
| ||||||
| 4 | WHEREAS, There are 2,185 interstate miles that serve the | ||||||
| 5 | State, and Illinois is ranked third on the list of states with | ||||||
| 6 | the most interstate miles; there are a total of 15,969 miles of | ||||||
| 7 | state highways and 7,847 bridges, making the interstate route | ||||||
| 8 | accessible across the entire State, and more than 7,200 | ||||||
| 9 | trucking establishments within Illinois take advantage of this | ||||||
| 10 | extensive network of highways; and
| ||||||
| 11 | WHEREAS, Downstate roads, bridges, transit systems, and | ||||||
| 12 | rails throughout the State proved an essential link to | ||||||
| 13 | providing critical services in local communities and to fueling | ||||||
| 14 | economic growth; and
| ||||||
| 15 | WHEREAS, Poor road conditions are negatively impacting the | ||||||
| 16 | State's ability to grow and prosper; and
| ||||||
| 17 | WHEREAS, On average, a motorist spends $566 per year on | ||||||
| 18 | vehicle repair costs because of deteriorating road conditions; | ||||||
| 19 | and
| ||||||
| 20 | WHEREAS, According to IDOT's Multi-Year Program (MYP) for | ||||||
| |||||||
| |||||||
| 1 | 2019-2024, the State's backlog of roadways that are in need of | ||||||
| 2 | immediate repair has grown from approximately 1,700 miles in | ||||||
| 3 | the year 2000 to an estimated 3,300 in 2018 and is expected to | ||||||
| 4 | grow to 5,588 miles by the current MYP's end in 2024; and
| ||||||
| 5 | WHEREAS, Illinois currently allocates highway funds | ||||||
| 6 | through a formula called the "55/45 split," which directs 45 | ||||||
| 7 | percent of transportation funding to the Chicago area and 55 | ||||||
| 8 | percent to the rest of the State; and
| ||||||
| 9 | WHEREAS, Downstate communities generated tax revenue and | ||||||
| 10 | economic growth for the State of Illinois; therefore, be it
| ||||||
| 11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 12 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 13 | we urge any new or increased transportation funding to include | ||||||
| 14 | increases in downstate transportation funding, including mass | ||||||
| 15 | transits, rural roads, county roads, and local roads; and be it | ||||||
| 16 | further
| ||||||
| 17 | RESOLVED, That we urge IDOT to maintain the "55/45 split" | ||||||
| 18 | between downstate and Chicago; and be it further
| ||||||
| 19 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 20 | presented to the Secretary of Transportation and to Governor JB | ||||||
| 21 | Pritzker.
