Reduces the rate of tax under those Acts for a 3-month period to 4.69% (currently 6.25%). Provides that, during that period, with respect to food, medicines, drugs, medical appliances, and other devices that are ordinarily subject to a 1% rate of tax, the tax is imposed at the rate of 0.75%.
