Provides that it is unlawful for a person to take deer except antlerless deer and antlered deer with at least one antler having at least 4 antler points. Provides that the antler point restriction applies to all deer hunting zones, seasons, and permittees, except during the special 3-day, youth-only deer hunting season. Requires the Department of Natural Resources to adopt rules to implement and administer the antler point restriction. Defines "antler point". Makes other changes.
