Provides that, on and after the effective date of the amendatory Act, an area is qualified to become a zone if it is an area in the State: (1) located on a river; (2) with less than 30,000 population; and (3) that (i) has a median household income of less than 80% of State median income for a household of 4, (ii) has a per capita personal income of less than 60% of the per capita personal income for Illinois, or (iii) has a median home price of less than 60% of the State median home price.
