HOUSE RESOLUTION

  
 
2    WHEREAS, Illinois is broke; and
  
 
3    WHEREAS, As a result, our State is facing a major tax 
4increase and a tax
increase-fueled budget in the forms of 
5Senate Bill 6, as amended, and Senate Bill 9, as amended; and
  
 
6    WHEREAS, Senate Bill 6, as amended, the appropriation bill, 
7contains a line item that appropriates over $4.8 million 
8dollars specifically earmarked for three enumerated capital 
9projects at Eastern Illinois
University in Charleston; and
  
 
10    WHEREAS, It is inappropriate for a state that is broke to 
11earmark money; and
  
 
  
12    WHEREAS, Questions have arisen as to why this line item was 
13included in House Amendment #3 to Senate Bill 6; therefore, be 
14it
  
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
16HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the 
17Auditor General is directed to conduct a performance audit of 
18the
appropriation, on lines 10 through 16 of page 508 of House 
19Amendment #3 to Senate Bill 6, of monies to
Eastern Illinois 
20University for three enumerated capital improvement projects;

1and be it further
 
2    RESOLVED, That the Auditor General is directed to 
3scrutinize all other sections of Senate Bill 6 and to
enumerate 
4funds appropriated within this bill for earmarked recipients; 
5and be it further
 
6    RESOLVED, That the Auditor General commence this audit as 
7soon as possible and report his
findings and recommendations 
8upon completion in accordance with the provisions of Section 
93-14 of
the Illinois State Auditing Act; and be it further
  
 
10    RESOLVED, That a suitable copy of this resolution be 
11presented to Frank J. Mautino, Auditor General.
