| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Monique D. Davis on the |
| 4 | | occasion of her retirement as State Representative for the 27th |
| 5 | | District; and
|
| 6 | | WHEREAS, Rep. Davis was born and raised on the south side |
| 7 | | of Chicago; she earned her bachelor's degree in elementary |
| 8 | | education and her master's degree in guidance and supervision |
| 9 | | from Chicago State University; she earned graduate hours in |
| 10 | | administration supervision and special education and credits |
| 11 | | toward her doctoral degree in administration supervision from |
| 12 | | Roosevelt University; she taught for 18 years in the Chicago |
| 13 | | Public School system and then served as an administrator for |
| 14 | | the Chicago Board of Education and as a training specialist for |
| 15 | | the City Colleges of Chicago; and
|
| 16 | | WHEREAS, Rep. Davis entered politics as a volunteer, |
| 17 | | working on campaigns for Monica Faith Stewart, Congressman Gus |
| 18 | | Savage, and Harold Washington; in 1983, she coordinated the |
| 19 | | 21st Ward for Harold Washington and the Second Congressional |
| 20 | | District for him in 1987; she was elected to the Illinois |
| 21 | | General Assembly in 1987 and has served 15 terms; she has |
| 22 | | received many awards and acknowledgements; in 1990, she |
| 23 | | received the Dollars and Sense award for legislative excellence |

| 1 | | as one of the 100 best and brightest professionals in the |
| 2 | | country; she was listed in Who's Who in African American |
| 3 | | Biography from 1988 to 1993; she is currently among The History |
| 4 | | Makers archive in the Library of Congress; she is a champion of |
| 5 | | educational programs throughout the State of Illinois; her |
| 6 | | district began on the south side of Chicago and she has |
| 7 | | maintained her constituent services office there for nearly 30 |
| 8 | | years; and |
| 9 | | WHEREAS, In 2003, Rep. Davis sponsored legislation, which |
| 10 | | forced insurance companies that do business in Illinois to |
| 11 | | publish all records on the historical insuring of slaves as |
| 12 | | property; she co-sponsored two bills in 2003 with Illinois |
| 13 | | Senator Barack Obama; the first mandated that all police |
| 14 | | interrogations on homicide investigations be recorded; the |
| 15 | | second, required police in Illinois to record the race of all |
| 16 | | people subjected to traffic stops to prevent racial profiling; |
| 17 | | in 2004, she sponsored a bill to limit low-income household |
| 18 | | electricity or natural gas bills to no more than 6% of the |
| 19 | | household income; she later passed legislation that allowed |
| 20 | | individual public schools in Illinois to decide if their |
| 21 | | students should wear uniforms; in 2014, she co-sponsored |
| 22 | | legislation requiring training for law enforcement officers |
| 23 | | use of Tasers; and |
| 24 | | WHEREAS, Rep. Davis has served on numerous committees |

| 1 | | including, Insurance (Chairperson); Financial Institutions; |
| 2 | | Elementary & Secondary Education (Vice-Chairperson); State |
| 3 | | Government Administration; Appropriations - General Service |
| 4 | | (Chairperson); Gaming; Juvenile Justice Reform; Appropriations - |
| 5 | | Higher Education; Disparities in Educational Achievement; |
| 6 | | Special Investigative Committee; Community College Access & |
| 7 | | Affordability; Museum, Arts & Cultural Enhancements; and |
| 8 | | Restorative Justice; she also co-chaired the Commission to End |
| 9 | | Disparities Facing the African American Community (2011 to |

| 11 | | WHEREAS, Rep. Davis is a member of Trinity United Church of |
| 12 | | Christ, Alpha Kappa Alpha Sorority Inc., the NAACP, and |
| 13 | | Operation PUSH; she is a mother of two, Robert Davis and |
| 14 | | Monique "Twinkle" (Julius) Conway; grandmother of four, Jules |
| 15 | | (Alonya) Conway, Yaasiel (Sunserai) Davis, Akinjobi (Toni) |
| 16 | | Davis, and D'Javan Conway; and great-grandmother of seven, |
| 17 | | Samara Davis, Symone Conway, Asar Davis, Layla Conway, Dior |
| 18 | | Davis, Mila Conway, and Quari Davis; therefore, be it

| 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 20 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 21 | | congratulate Monique D. Davis on her retirement as State |
| 22 | | Representative for the 27th District, and we wish her the best |
