HOUSE RESOLUTION

WHEREAS, The Illinois General Assembly has worked in a bipartisan manner to address the growing heroin and opioid crisis throughout the State; and

WHEREAS, The State of Illinois continues to see a significant increase in the number of drug overdoses every year; and

WHEREAS, According to the Illinois Department of Public Health, the State has a drug overdose rate of 13.1 residents per 100,000 individuals; and

WHEREAS, There were 2,300 drug related deaths in Illinois in 2016, including over 1,800 opioid related deaths; and

WHEREAS, The Chicago metropolitan area ranks first in mentions of heroin use in emergency departments in the nation; and

WHEREAS, The State of Illinois receives millions of dollars every year to help fight drug addiction, stop drug trafficking, and offer drug treatment; and

WHEREAS, Local police departments across the State rely on this funding to help keep our communities safe; and

WHEREAS, President Donald Trump's administration has proposed a 95% cut to the Office of National Drug Control Policy which leads the fight in combating the opioid crisis and other drug use across the country; and

WHEREAS, The budget for the Office of National Drug Control and Policy would receive zero funding for its high-intensity drug trafficking and drug-free communities support programs; and

WHEREAS, The funding for these programs is essential to efforts to reduce drug use and keep our communities safe; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge President Trump and Congress to fully fund the programs that will help local law enforcement address drug trafficking and use in our communities; and be it further

RESOLVED, That suitable copies of this resolution be delivered to President Donald Trump, U.S. Senate Majority Leader Mitch McConnell, U.S. Senate Minority Leader Chuck Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of Representatives Minority Leader Nancy Pelosi, and all members of the Illinois Congressional Delegation.
