| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The Illinois General Assembly has worked in a | ||||||
| 3 | bipartisan manner to address the
growing heroin and opioid | ||||||
| 4 | crisis throughout the State; and
| ||||||
| 5 | WHEREAS, The State of Illinois continues to see a | ||||||
| 6 | significant increase in the number of drug
overdoses every | ||||||
| 7 | year; and
| ||||||
| 8 | WHEREAS, According to the Illinois Department of Public | ||||||
| 9 | Health, the State has a drug overdose
rate of 13.1 residents | ||||||
| 10 | per 100,000 individuals; and
| ||||||
| 11 | WHEREAS, There were 2,300 drug related deaths in Illinois | ||||||
| 12 | in 2016, including over 1,800 opioid
related deaths; and | ||||||
| 13 | WHEREAS, The Chicago metropolitan area ranks first in | ||||||
| 14 | mentions of heroin use in emergency
departments in the nation; | ||||||
| 15 | and | ||||||
| 16 | WHEREAS, The State of Illinois receives millions of dollars | ||||||
| 17 | every year to help fight drug addiction,
stop drug trafficking, | ||||||
| 18 | and offer drug treatment; and | ||||||
| 19 | WHEREAS, Local police departments across the State rely on | ||||||
| |||||||
| |||||||
| 1 | this funding to help keep our
communities safe; and | ||||||
| 2 | WHEREAS, President Donald Trump's administration has | ||||||
| 3 | proposed a 95% cut to the Office
of National Drug Control | ||||||
| 4 | Policy which leads the fight in combating the opioid crisis and | ||||||
| 5 | other
drug use across the country; and
| ||||||
| 6 | WHEREAS, The budget for the Office of National Drug Control | ||||||
| 7 | and Policy would receive zero
funding for its high-intensity | ||||||
| 8 | drug trafficking and drug-free communities support programs; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, The funding for these programs is essential to | ||||||
| 11 | efforts to reduce drug use and
keep our communities safe; | ||||||
| 12 | therefore, be it
| ||||||
| 13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 14 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 15 | urge President Trump and
Congress to fully fund the programs | ||||||
| 16 | that will help local law
enforcement address drug trafficking | ||||||
| 17 | and use in our communities; and be it further
| ||||||
| 18 | RESOLVED, That suitable copies of this resolution be | ||||||
| 19 | delivered to President Donald Trump, U.S. Senate Majority | ||||||
| 20 | Leader Mitch McConnell, U.S. Senate Minority Leader Chuck | ||||||
| 21 | Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of | ||||||
