| 2 | | AMENDMENT NO. ___. Amend House Resolution 127 by deleting |
| 3 | | everything and replacing it with the following: |
| 4 | | "WHEREAS, On October 12, 1492, Christopher Columbus, an |
| 5 | | Italian explorer sailing under the flag of Spain, spotted the |
| 6 | | island of San Salvador in The Bahamas, discovering the "New |
| 7 | | World" and forever changing the history of the world; and |
| 8 | | WHEREAS, The anniversary of Columbus's landing in the |
| 9 | | Americas became a national holiday in the United States in |
| 10 | | 1937; it became a State holiday in Illinois in 1963; and |
| 11 | | WHEREAS, The arrival of Christopher Columbus to the |
| 12 | | Americas brought forth an era of terror and oppression unlike |
| 13 | | any seen before in human history; he helped introduce the |
| 14 | | concept of slavery to the Americas and murdered and dehumanized |
| 15 | | countless numbers of indigenous peoples; and |

| 1 | | WHEREAS, In 1977, a movement began to celebrate "Indigenous |
| 2 | | Peoples' Day", also known as "Native American Day", on Columbus |
| 3 | | Day as a counter-celebration that promotes Native American |
| 4 | | culture and the celebration of its history; in the years that |
| 5 | | followed, several local governments and institutions across |
| 6 | | the United States have either renamed or canceled Columbus Day |
| 7 | | due to the controversy over his legacy; and |
| 8 | | WHEREAS, Recognizing "Indigenous Peoples' Day" would send |
| 9 | | a clear message that the indigenous people of the Americas are |
| 10 | | valued in our society, and it will give a voice to the most |
| 11 | | marginalized group in our nation, Native Americans; therefore, |
| 12 | | be it |
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 14 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 15 | | urge the State of Illinois to designate the second Monday in |
| 16 | | October of each year as "Indigenous Peoples Day" and "Columbus |
| 17 | | Day" in honor of those that were in North America prior to the |
| 18 | | arrival of Christopher Columbus; and be it further |
| 19 | | RESOLVED, That suitable copies of this resolution be |
| 20 | | presented to Governor Bruce Rauner, the Illinois Speaker of the |
| 21 | | House of Representatives, the Illinois Senate President, the |
| 22 | | Illinois House Minority Leader, and the Illinois Senate |
