AMENDMENT TO HOUSE RESOLUTION 114

AMENDMENT NO. ___. Amend House Resolution 114 by replacing everything after the heading with the following:

"WHEREAS, President Donald Trump is taking steps to fulfill his campaign promise to build a wall along the border between the United States and Mexico; and

WHEREAS, President Trump has suggested that a tariff of 20% should be placed on products imported from Mexico to pay for the border wall, which would essentially result in Americans paying for the wall; he has also suggested a 20% tariff on imports of Canadian lumber; and

WHEREAS, Mexico is the second-largest export partner of Illinois and the third-largest import partner; Canada is the largest export and import partner;

WHEREAS, The North American Free Trade Agreement (NAFTA) is a free trade agreement between the United States, Mexico, and Canada, which creates a trilateral trade bloc in North America; and

WHEREAS, President Trump claims that he received calls in April of 2017 from the President of Mexico and the Prime Minister of Canada asking to renegotiate NAFTA rather than terminate it, to which he agreed; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we formally invite Mexican President Enrique Pena Nieto to address a joint session of the Illinois General Assembly to discuss the proposed border wall, the impact of a 20% tariff on goods imported from Mexico to pay for the wall, the economic impact of the wall, and the impact that President Trump's policies will have on Illinois and Mexico; and be it further

RESOLVED, That we invite Canadian Prime Minister Justin Trudeau to discuss trade issues between Canada and Illinois; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to Enrique Pena Nieto, President of Mexico, and Justin Trudeau, Prime Minister of Canada."
