Amends the School Code. Creates the Emotional Intelligence Education Task Force to develop curriculum guidelines on emotional intelligence; sets forth provisions concerning its membership, duties, administration, and dissolution. Provides that, beginning with the 2019-2020 school year, every public elementary school and high school shall include in its curriculum a unit of instruction studying emotional intelligence. Requires this unit of instruction to include teaching how to recognize, direct, and positively express emotions. Permits a school board to use the Task Force's guidelines in developing this unit of instruction. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The School Code is amended by adding Section |
| 5 | | 27-23.11 as follows: |
| 6 | | (105 ILCS 5/27-23.11 new) |
| 7 | | Sec. 27-23.11. Emotional intelligence education. |
| 8 | | (a) The Emotional Intelligence Education Task Force is |
| 9 | | created to develop curriculum guidelines on emotional |
| 10 | | intelligence. The Task Force shall consist of the State |
| 11 | | Superintendent of Education or his or her designee and all of |
| 12 | | the following members, appointed by the State Superintendent: |
| 13 | | (1) A representative of a school district organized |
| 14 | | under Article 34 of this Code. |
| 15 | | (2) A representative of a statewide organization |
| 16 | | representing school boards. |
| 17 | | (3) A representative of a statewide organization |
| 18 | | representing individuals holding professional educator |
| 19 | | licenses with school support personnel endorsements under |
| 20 | | Article 21B of this Code, including school social workers, |
| 21 | | school psychologists, and school nurses. |
| 22 | | (4) A representative of a statewide organization |
| 23 | | representing children's mental health experts. |
