| 1 | AMENDMENT TO HOUSE BILL 4247

| 2 | AMENDMENT NO. ______. Amend House Bill 4247 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Section 14d as follows: | ||||||
| 6 | (30 ILCS 105/14d new) | ||||||
| 7 | Sec. 14d. Conventions and gathering of personnel. | ||||||
| 8 | (a) As used in this Section: | ||||||
| 9 | "Convention or gathering of personnel" means a gathering of | ||||||
| 10 | employees or contractors from 2 or more separately domiciled or | ||||||
| 11 | geographically separated units of local government, school | ||||||
| 12 | districts, community college districts, or other local taxing | ||||||
| 13 | bodies for the purpose of professional education, training, | ||||||
| 14 | retraining, or personnel development. "Convention or gathering | ||||||
| 15 | of personnel" also includes, but is not limited to, leagues or | ||||||
| 16 | associations that include 2 or more separate units of local | ||||||
| |||||||
| |||||||
| 1 | government. | ||||||
| 2 | "Public safety personnel" has the meaning given to that | ||||||
| 3 | term in subsection (m-5) of Section 1 of the Solicitation for | ||||||
| 4 | Charity Act. | ||||||
| 5 | "State agency" means the departments of the executive | ||||||
| 6 | branch of State government listed in Section 5-15 of the | ||||||
| 7 | Departments of State Government Law of the Civil Administrative | ||||||
| 8 | Code of Illinois. | ||||||
| 9 | (b) A State agency shall not expend public funds to rent or | ||||||
| 10 | pay for access to physical space for booths, hospitality | ||||||
| 11 | suites, or other physical space at a convention or gathering of | ||||||
| 12 | personnel. | ||||||
| 13 | (c) This Section does not apply to public funds expended to | ||||||
| 14 | rent or pay for access to physical space for booths, | ||||||
| 15 | hospitality suites, or other physical space at a convention or | ||||||
| 16 | gathering of personnel pursuant to a contract entered into | ||||||
| 17 | before the effective date of this amendatory Act of the 100th | ||||||
| 18 | General Assembly. | ||||||
| 19 | (d) This Section does not apply to public funds expended | ||||||
| 20 | for physical space at any convention or gathering of public | ||||||
| 21 | safety personnel.

| 22 | Section 99. Effective date. This Act takes effect upon | ||||||
| 23 | becoming law.".
