| 1 | | AN ACT concerning finance.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Illinois Procurement Code is amended by |
| 5 | | adding Section 30-40 as follows:
|
| 6 | | (30 ILCS 500/30-40 new) |
| 7 | | Sec. 30-40. Construction project man-hour requirements. |
| 8 | | For any project under a construction contract subject to this |
| 9 | | Article, the contract shall require that, to the extent |
| 10 | | practicable, at least 10% of man-hours performing construction |
| 11 | | services be performed by individuals who reside in areas of |
| 12 | | poverty. |
| 13 | | The Department of Central Management Services shall |
| 14 | | annually release a list of areas of poverty that meet the |
| 15 | | requirements of this Section. |
| 16 | | As used in this Section, "areas of poverty" means areas, as |
| 17 | | determined by federal census tracts, where 20% or more of the |
| 18 | | individuals who live in the census tract have lived at or below |
| 19 | | 150% of the federal poverty level, as determined by the U.S. |
| 20 | | Department of Health and Human Services, for the last 30 years.
