AMENDMENT TO HOUSE BILL 2681




2    AMENDMENT NO. ______. Amend House Bill 2681 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Local Government Professional Services 
5Selection Act is amended  by changing Section 8 as follows:
 



6    (50 ILCS 510/8)  (from Ch. 85, par. 6408)



7    Sec. 8. Emergencies and contracts under $50,000 Waiver of 
8competition. A political subdivision may establish an 
9alternative procedure waive the
requirements of Sections 4, 5, 
10and 6 if it determines, by resolution, that an
emergency 
11situation exists and a firm must be selected in an expeditious

12manner, or the cost of architectural, engineering, and land 
13surveying
services for the project is expected to
be less than 
14$50,000 $25,000. The alternative procedure shall establish 
15guidelines for selection based on demonstrated competence and 
16qualifications to perform the type of services required and,

1after selection, require a negotiation of the fee at a price 
2determined by the political subdivision to be fair and 
3reasonable after considering the estimated value, the scope, 
4the complexity, and the nature of services.
