| 1 | AMENDMENT TO HOUSE BILL 477

| 2 | AMENDMENT NO. ______. Amend House Bill 477 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The Illinois Health Facilities Planning Act is | ||||||
| 5 | amended by adding Section 20 as follows: | ||||||
| 6 | (20 ILCS 3960/20 new) | ||||||
| 7 | Sec. 20. South Suburban Trauma Center. | ||||||
| 8 | (a) There is created in the State Treasury a special fund | ||||||
| 9 | known as the South Suburban Trauma Center Fund. The Fund shall | ||||||
| 10 | receive revenue under Section 40 of the Toll Highway Act | ||||||
| 11 | together with moneys appropriated from the Trauma Center Fund. | ||||||
| 12 | Of the revenue generated under Section 40 of the Toll Highway | ||||||
| 13 | Act, 20% shall be deposited into the South Suburban Trauma | ||||||
| 14 | Center Fund. | ||||||
| 15 | (b) The Board, in consultation with the Department of | ||||||
| 16 | Public Health, shall do each of the following: | ||||||

| |||||||
| 1 | (1) Designate the location of a south suburban trauma | ||||||
| 2 | center to be constructed using the funds collected and | ||||||
| 3 | deposited into the South Suburban Trauma Center Fund. | ||||||
| 4 | (2) Select the provider that shall operate and provide | ||||||
| 5 | healthcare services to the trauma center and enter into an | ||||||
| 6 | operational agreement with that provider that specifies | ||||||
| 7 | the terms of how the trauma center is to be run and | ||||||
| 8 | maintained. | ||||||
| 9 | (3) Determine the sources of revenue needed to maintain | ||||||
| 10 | the trauma center. | ||||||
| 11 | Section 10. The State Finance Act is amended by adding | ||||||
| 12 | Section 5.878 as follows: | ||||||
| 13 | (30 ILCS 105/5.878 new) | ||||||
| 14 | Sec. 5.878. The South Suburban Trauma Center Fund. | ||||||
| 15 | Section 15. The Toll Highway Act is amended by adding | ||||||
| 16 | Section 40 as follows: | ||||||
| 17 | (605 ILCS 10/40 new) | ||||||
| 18 | Sec. 40. Use of certain toll revenue. | ||||||
| 19 | (a) From July 1, 2017 through June 30, 2027, there shall be | ||||||
| 20 | a $1 surcharge at the toll plaza known as Plaza 47. | ||||||
| 21 | (b) Of the revenue generated under subsection (a) of this | ||||||
| 22 | Section, 20% shall be collected and deposited into the South | ||||||

| 1 | Suburban Trauma Center Fund as provided under Section 20 of the | ||||||
| 2 | Illinois Health Facilities Planning Act. | ||||||
| 3 | (c) This Section is repealed on December 31, 2027.
| ||||||
| 4 | Section 99. Effective date. This Act takes effect upon | ||||||
| 5 | becoming law.".
