Requires the Board of Higher Education (i) to ensure that any high school student in this State with a 3.0 cumulative grade point average or better on a 4.0 scale (or the equivalent on a 5.0 scale) receives access to the opportunity of higher education and (ii) to guarantee admission to a public university; requires cooperation by the State Board of Education and public universities. Requires all high schools to provide the time, opportunity, and guidance to fill out a Free Application for Federal Student Aid for any student wishing to do so.
