<synopsistitle></synopsistitle>
<reference>10 ILCS 5/1A-16.10 new</reference><aliasreference></aliasreference><reference>10 ILCS 5/3-6</reference><aliasreference></aliasreference><SynopsisText>Amends the Election Code. Provides that notwithstanding any other provision of law, a person who is age 16 or over, does not meet the voting age requirements under specified provisions of the Code, and is otherwise qualified to vote shall be preregistered to vote when the person applies for a driver's license at a Secretary of State Driver Services facility, unless the person opts out of the preregistration. Provides that the Secretary of State shall transmit to the State Board of Elections the information necessary for the State Board of Elections to register the person to vote once the person meets the voting age requirements specified in the Code. Provides that the person must be given the option to opt out of the preregistration. Provides that notwithstanding any other provision of law, a person who is otherwise qualified to vote may preregister to vote on or after that person's 16th birthday. Provides that for the purposes of the Code, an individual who is 16 years of age or older (rather than who is 17 years of age and who will be 18 years of age on the date of the general or consolidated election) shall be deemed competent to execute and attest to any voter registration forms.</SynopsisText></synopsis>
