Increases the maximum amount of certain claims sounding in tort filed on or after July 1, 2015. Provides that the signature of one judge is binding if a decision is entered in a lapsed appropriation claim in which a motion or stipulation has been filed or a decision is entered on a Crime Victims Compensation Act claim. Deletes language providing that in matters involving the award of emergency funds under the Crime Victims Compensation Act, the decision of one judge is necessary to award emergency funds. Provides that from funds appropriated by the General Assembly, the court may direct immediate payment of claims against the State for unjust imprisonment. Adds applicability language and makes other changes.</SynopsisText></synopsis>
