Deletes language providing that in matters involving the award of emergency funds under the Crime Victims Compensation Act, the decision of one judge is necessary to award emergency funds. Provides that from funds appropriated by the General Assembly, the court may direct immediate payment of claims against the State for unjust imprisonment.
