Provides that for State fiscal years 2017, 2018, and 2019, the Governor shall have the authority to transfer amounts from any fund held by the Treasurer to any general fund held by the Treasurer, with certain exceptions. Limits the total amount of transfers made to $1 billion through fiscal year 2019. Provides the Governor with the authority to modify any statute or rule establishing rates, benefits, or eligibility criteria for payments made by an agency to providers of services of medical assistance under Title XIX or Title XXI of the federal Social Security Act to achieve program savings of up to 5% for fiscal year 2018. Amends the Illinois Administrative Procedure Act to provide for emergency rulemaking. Amends the Illinois Public Labor Relations Act. Provides that design, implementation, and administration of certain health insurance plans is not subject to collective bargaining. Amends the State Employees Group Insurance Act of 1971. Provides that the level of premium contributions for health insurance plans is subject to collective bargaining. Amends the Illinois Public Aid Code to make conforming changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.</SynopsisText></synopsis>
