Provides that when a vacancy occurs in a community college board, the elected successor shall serve the remainder of the unexpired term. Provides that the vice-chairman shall perform the duties of chairman if there is a vacancy in the office of the chairman or in case of the chairman's absence or inability to act (rather than the vice-chairman shall serve in the chairman's absence).
