Provides that within 48 hours after the Governor's budget address, the Governor's Office of Management and Budget shall file a copy of the entire budget, except for budget implementation, as a single appropriations bill prepared by the Legislative Reference Bureau with the President of the Senate, the Speaker of the House of Representatives, the Minority Leader of the Senate, and the Minority Leader of the House of Representatives.
