Provides that when a legislator chooses to take official action on a matter despite the existence of a conflict, he or she must notify the members of the chamber to which he or she has been elected of the existence of the conflict by filing a written notice describing the conflict with the Secretary of the Senate or the Clerk of the House of Representatives, whichever is applicable.
