<synopsistitle></synopsistitle>
<reference>105 ILCS 5/19-1</reference><aliasreference></aliasreference><reference>105 ILCS 5/19-11</reference><aliasreference>from Ch. 122, par. 19-11</aliasreference><SynopsisText>Amends the School Code. In a Section concerning the debt limitations of school districts, provides that, in addition to all other authority to issue bonds, Waltham Community Consolidated School District 185 may incur indebtedness in an aggregate principal amount not to exceed $9,500,000 to build and equip a new school building and improve the site thereof if certain conditions are met, including (1) that the voters of the district approve an advisory question that recommends the building and equipping of a new school building at the general election held on November 8, 2016 and (2) that, prior to incurring the debt, the school board determines, by resolution, that the building and equipping of a new school building is required as a result of the age and condition of the district's existing buildings. Provides that the debt issued and any bonds issued to pay, refund, or continue to refund such debt must mature within not to exceed 25 years from their date, notwithstanding any other law to the contrary. <SynopsisText>Makes changes to the condition concerning voter approval of an advisory question on which Waltham Community Consolidated School District 185 may incur additional indebtedness.</SynopsisText><synopsistitle>House Floor Amendment No. 2</synopsistitle>
<reftype>Adds reference to:</reftype><reference>65 ILCS 5/11-74.4-7</reference><aliasreference>from Ch. 24, par. 11-74.4-7</aliasreference><SynopsisText>Replaces everything after the enacting clause with provisions of the engrossed bill as amended by House Amendment No. 1 with the following changes: Requires an advisory question to have asked about the use of funding sources to build a new school building without increasing property tax rates (rather than to build a new school building and its effect on property tax rates). Provides that in order to incur the indebtedness, the school board must enter into intergovernmental agreements with the City of LaSalle to pledge moneys in a special tax allocation fund associated with tax increment financing districts LaSalle I and LaSalle III and the Village of Utica to pledge moneys in a special tax allocation fund associated with tax increment financing district Utica I for the purposes of repaying the debt issued pursuant to the provisions. Provides that notwithstanding any other provision of law to the contrary, the intergovernmental agreement may extend these tax increment financing districts as necessary to ensure repayment of the debt. Makes a conforming change in the Illinois Municipal Code. Effective immediately.</SynopsisText></synopsis>
