Creates an irrevocable and continuing appropriation for the distribution of any federal funds received by the State for the purposes authorized by the federal government for those funds. Provides that federal funds shall be disbursed in accordance with any requirements imposed by the federal government and that nothing in the provisions shall be construed in such a way so as to avoid any requirements imposed by the federal government in disbursing funds to the State.
