Provides that a person operating a commercial motor vehicle with a gross weight of 10,001 or more pounds upon a highway of this State shall remove any ice and snow from the hood, roof, and sides of the vehicle that poses a threat to the safety of other persons or property on the highway during the operation of the vehicle. Exempts from this requirement a person operating a vehicle during a period of snow, sleet, or freezing rain if the period began and continued during the vehicle's operation; a person operating a vehicle when the vehicle is parked; a person operating an authorized emergency vehicle or highway maintenance vehicle; a person operating a State fleet vehicle while on official State business; or a person operating a school bus.
